HOA Meeting Minutes: 22 March 2025

1010 Introduction of Board members

1011 Thanks Carol Casperson and John Maseng for their service

1015 Intro of homeowners

1019 Welcome back Brad Freeman (not on call yet)

1020 Fire report by John Maseng.  Discussed growth of fire district.

1025 Brad Freeman briefed fire issues.

  • Fire pits need to be approved.
  • Homeowners have liability for fires, even by their guests.  Assistant chiefs can do inspection.  See the form.
  • Fire Dept non-emergency number: 435 648 3652
  • Burn pile in Little Ponderosa, off of Twin Knolls Rd.  Plan to burn ~ two weeks (mid-April)
  • Emphasized locking a fire pit so that guests can’t use it.
  • Steve: Email fire evac plan to all homeowners.
  • Sharon said to include a term in contract with guests.  Also, insurance companies are requiring tree/brush removal from near house.  Likewise, do not leave brush piles around.
  • Brad:  Utah House bill 38 (?). State inspector will be looking at homes.  They will be assessing a fee, not clear where $$ goes.
  • John: Said that if you have home in a trust, need to include as “Additional Insured”
  • Brad: When the State or County sets a fire ban, gas firepits are banned too.  Reason is that kids will light sticks on fire and run around with it.

1046 ARB activity.

  • Have four homes under construction.
  • Updated build guidelines on website.  Mentioned driveway.  Every home must have one.  When selling one without, must add.
    • Sharon mentioned that they can do it when we do the roads.
    • Add website place where homeowners can share getting work done
    • Owen:  Getting crack seal and slurry coat will extend the life of your driveway

1053 Fiber optic update (Larry) South Central is adding fiber optic.  They’re still working on it.

  • Important to start thinking  about where to run the new service
  • John mentioned that the Phase 1 homes don’t have conduit for existing service, just buried.

1059 Larry mentioned whole house filters.  Did show and tell with old filter.  Definitely should have one.

  • Driveways can come into the road a little
  • Owen mentioned a company (Spencer) who can set them up.  He is out of Cedar City

1112 Sewer (Steve).

  • Sent out FAQ.
  • Gave background on current system and need to update.
  • Shalyse asked about Phase 2.  Bottom line is that we don’t know enough about the wastewater treatment plant but that is one option for disposing of water.

1120 Water (Steve)

  • See SSD white paper.  Will post to website.
  • Flushing lines in next two weeks (will create red water).  March 27th.
  • Homeowners are responsible to clear brush away (also snow) from hydrants.
  • Brad suggests doing a flush of home water systems.
  • Note that debris shouldn’t be able to pass through water meters as they have a screen on inlet and nutating disc for measurement.

1128 Website. Michael.  Building new one.  Facebook page links.  Will Lewis works with Jennifer on the website update.

1129 Kane County Commissioner Patty Kubeja.  Gave her background.  Discussed current events in County.

  • We should provide a link on our website to their newsletter.
  • Firewise.  Mentioned a State mandate that may have some costs dealing with fire mitigation.
    • Alexander Larson is fire guy.
    • 26 March Kanab Chamber of Commerce meeting
    • John asked how this well affect us since we back up against other lands (e.g., BLM, Spirit).  Patty doesn’t know all the details yet, but doesn’t think it will be much.

1138 Dropped from Zoom

1142 Noxious weeds.  Star Thistle.  Sharon made great progress last year.  HOA needs to spray.  Homeowners need to get on it early.

  • Sharon.  Pointed out locations that have lots of Star Thistle.  Justin Millard will do spraying, but have to use the right chemical.
    • County will do some spraying, but roadside; will not do property.  Better to go through Justin.
    • Sharon will contact homeowners if she notices Star Thistle

1147 Lot Signs.  Sharon is working w/to companies on replacement signs.  HOA won’t pay for signs/posts.  Can get cost to $60-$70 if we get enough people signed up.  If white signs are readable, just leave as is.  Call Sharon for signs.  Homeowners need to take care of their posts.

1150 Michael said thanks to John and Tracy for their work while Brad was away.  HOA contributed $500 for flag pole.

1153 Vehicles.  Have had recent issues with speeding.  Mostly contractors and guests.  Need to go through this with your vendors/contractor.

1154 Financials.  Have money in Reserves for the roads when we need it.

1156 Dirt roads.  Would be good to add road base to some of our dirt roads.

1157 Roadside drainage.  Want homeowners to clear out drainage in front of their properties.
